Closely linked to the normalization of deviance and risk normalization, safety drift develops when organizations unknowingly adapt to unsafe ways of working until they become embedded in everyday operations. <\/p>\n\n\n\n<p>It has its roots in the work of sociologist Diane Vaughan, who coined the term <a href=\"https:\/\/psychsafety.com\/normalisation-of-deviance\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u2018normalization of deviance\u2019<\/a> when researching the factors that lead to the Space Shuttle Challenger disaster in 1986.<\/p>\n\n\n\n<p>An example would be a supervisor shortening a pre-job briefing because it\u2019s a task that the team have performed hundreds of times before. Another example would be a permit being completed because it\u2019s required for a job, but there is no discussion behind it. <\/p>\n\n\n\n<figure class=\"wp-block-pullquote\"><blockquote><p>\u201cOver time, organizations stop noticing the difference between work as it was designed to be done and work how it was actually performed\u201d<\/p><cite>Andrea Korney, VP of Supply Chain and Sustainability for JS Held<\/cite><\/blockquote><\/figure>\n\n\n\n<p>The resulting incident that occurs is not the beginning of the problem. Rather, it\u2019s the moment that the organization realizes how far they have drifted away from the original controls. In this case, workers may bring many different kinds of <a href=\"https:\/\/www.ecoonline.com\/en-ca\/blog\/how-to-evaluate-your-organizations-safety-culture\/\" type=\"link\" id=\"https:\/\/www.ecoonline.com\/en-ca\/blog\/how-to-evaluate-your-organizations-safety-culture\/\">safety culture<\/a> with them. There are then many different practices at play, with a hand-over that is not done correctly.<\/p>\n\n\n\n<p>Safety managers must continually ask themselves how their safety policies, assessments and training packages apply to the work being done on that specific day, in that specific environment and with those specific workers.<\/p>\n\n\n\n<div style=\"height:2vh\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\">Organizational reappraisals not keeping up with workplace pressures<\/h2>\n\n\n\n<p>2026 has been a time of volatility for many businesses, between growing regulatory pressure, constantly changing international politics and their effects on global trade.<\/p>\n\n\n\n<p>If a business can no longer source particular materials and must find a new supplier, or an unfamiliar contractor shows up on a <a href=\"https:\/\/www.ecoonline.com\/en-ca\/industries\/construction\/\">construction<\/a> site, it changes the circumstances that have to be assessed and disconnects workers from controls that are in place. Information silos between departments are a notable source of safety drift. <\/p>\n\n\n\n<figure class=\"wp-block-pullquote\"><blockquote><p>\u201cIt\u2019s irregular that what is happening within the supply chain department or within the finance department is that visible to the on-the-ground worker, that\u2019s an opportunity to discover where some of those risks are hidden\u201d<\/p><cite>Andrea Korney<\/cite><\/blockquote><\/figure>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Adapting to imperfect procedures<\/h3>\n\n\n\n<p>Take the example of a lockout procedure. The typical sequence of events is that the isolation is verified, the permit is obtained and a supervisor reviews. The work is then completed.  <\/p>\n\n\n\n<p>However, the reality is often different. There may be a production emergency, the supervisor may not be present, and the equipment may be needed immediately. <\/p>\n\n\n\n<p>Workers adapt to changing circumstances by creating workarounds that feel more efficient. Over time, this risk normalization becomes accepted practice, even though it differs from documented procedures. Even if official procedure is followed for the most part, small changes creep in and become part of the process. When incidents are rare, organizations can begin to normalize small deviations, leading to safety culture erosion over time<strong>.<\/strong> <\/p>\n\n\n\n<p>The idea that nothing will ever happen &#8211; because nothing ever has, means that processes are not being interrogated or reviewed. This is especially true if audits are routinely returning with no issues. <\/p>\n\n\n\n<p>Another factor is the effect of <strong>decisions<\/strong> being made far from front-line workers and safety teams. Commercial pressure can lead to cost-cutting measures, for example acquiring cheaper PPE or allowing supplies of critical materials to run low. These decisions contribute to the risk of safety drift even though they do not occur on the site where a potential accident may take place.  <\/p>\n\n\n\n<p>In the same vein of decisions being made further up the chain, incorrect <strong>management of change<\/strong> also contributes to safety drift. Organizations will have a process in place for large-scale change e.g., a restructuring or a merger\/ acquisition. <\/p>\n\n\n\n<p>This is unlikely to be the case for changes such as hiring a new supervisor. However, new onsite management can completely transform the working dynamic. A handover procedure in a <a href=\"https:\/\/www.ecoonline.com\/en-ca\/industries\/manufacturing\/\">manufacturing<\/a> plant may not be completed and the effects are only felt when the risk rating increases months later.  <\/p>\n\n\n\n<p>Finally, both speakers were in agreement that safety drift is becoming more common as workplaces become more complex:<\/p>\n\n\n\n<figure class=\"wp-block-pullquote\"><blockquote><p>\u201cWe\u2019re all guilty of being sidetracked by our technology and it taking our focus off things\u2026drift in the age of change is extremely relevant today, people are dealing with all of these things simultaneously: AI adoption, contractor dependency, supply chain instability, regulatory complexity, an aging workforce\u2026<strong>the rate of change is increasing faster than most safety systems can adapt to<\/strong>\u201d<\/p><cite>Andrea Korney<\/cite><\/blockquote><\/figure>\n\n<\/div>\n\t\t\n\t        <\/section>\n\n\n\n<section class=\"Pegasus__Container w-full   relative h-fit  text-content-dark mobile-stacking-standard is-layout-flow wp-block-pegasus-container-is-layout-flow\" style=\"  padding-top:0;padding-bottom:var(--wp--preset--spacing--20); \" id=\"chapter-4\">\n\t        \n\t\t\t\t\t\t\t\n\t\t\t\t\t\t\n\t\t\t\t\t\t\n\t\t        \t\t\n\t\t\n\t\n\t\t\t<div class=\"relative h-full is-flex-layout flex flex-col justify-start  w-full\">\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<div style=\"height:5vh\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\"><strong>Tips on tackling safety drift<\/strong><\/h2>\n\n\n\n<p>A risk assessment is a structured process used to identify workplace hazards, evaluate the likelihood and severity of harm, and implement controls to <a href=\"https:\/\/www.hse.gov.uk\/simple-health-safety\/risk\/steps-needed-to-manage-risk.htm\" target=\"_blank\" rel=\"noreferrer noopener\">reduce risk<\/a> and protect workers.<\/p>\n\n\n\n<p>The significant findings of this process are often recorded in a written document that captures:<\/p>\n\n\n\n<ul class=\"wp-block-list no-bullet-list\">\n<li><strong>1. Compare the work as imagined to the work as it is done<\/strong> \u2013 Safety managers should get in the field, observe and speak to workers about how tasks are actually completed vs. what written procedure dictates.<\/li>\n\n\n\n<li><strong>2. Don\u2019t focus on incidents as your lagging indicator <\/strong>\u2013 there are often better early indicators of developing safety drift and control degradation. These might include: <br>\n<ul class=\"wp-block-list\">\n<li>repeated audit findings<\/li>\n\n\n\n<li>overdue corrective actions<\/li>\n\n\n\n<li>decline in near &#8211; miss reporting<\/li>\n\n\n\n<li>high contractor turnover<\/li>\n\n\n\n<li>training completion without performance improvement<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>3. Focus on re-occurring themes and patterns (both good and bad)<\/strong> \u2013 patterns will reveal systemic weaknesses long before an incident occurs, and much longer before the results of your incident investigation.<\/li>\n\n\n\n<li><strong>4. Have a process in place for feedback<\/strong> \u2013 is there a way for workers to challenge controls that are in place that have become too rigid or are not agile enough, or do not fit the work being done? Why has following the rules become less efficient? <\/li>\n\n\n\n<li><strong>5. Investigate when a job is done well, or when controls work <\/strong>\u2013 discover exactly why jobs have positive outcomes. Is it because workers are following procedure to the letter? Is it because modifications have been made? Is it due to a particular employee or supplier?   <\/li>\n\n\n\n<li><strong>6. Understand that risk happens in layers \u2013<\/strong> risk can spread further than safety risk and environmental risk. There might also be operational, financial, reputational and geographical risk. As you are performing your <a href=\"https:\/\/www.ecoonline.com\/en-ca\/blog\/how-to-perform-an-osha-risk-assessment\/\" type=\"link\" id=\"https:\/\/www.ecoonline.com\/en-ca\/blog\/how-to-perform-an-osha-risk-assessment\/\">risk assessment<\/a>, think about things in terms of layering. Safety drift can happen at any stage in the chain.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:2vh\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">How can technology help in preventing safety drift?<\/h3>\n\n\n\n<p>Technology plays an important role in detecting and preventing <a href=\"https:\/\/www.ecoonline.com\/improve-safety-culture\/\" type=\"link\" id=\"https:\/\/www.ecoonline.com\/en-ca\/improve-safety-culture\/\">safety drift<\/a> by identifying trends that people may overlook.
