The chosen safety KPI needs to provide quantitative or semi-quantitative, relevant data that reflects the safety and health issues in the organisation. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In general, safety KPIs should cover information on existing or emerging risks, exposures, and hazards. They should also cover preventive activities to reduce remaining hazards and risks. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some aspects of safety performance are hard to measure with an objective metric or single figure. These include elements like worker satisfaction or attitudes towards safety. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Safety KPIs are typically divided into \u2018lagging\u2019 (reactive) or \u2018leading\u2019 (proactive) indicators. We\u2019ll look at both of these terms later in this blog. <\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Why the right safety KPIs surface drift before it becomes an incident<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">We\u2019ve covered the concept of <a href=\"https:\/\/www.ecoonline.com\/en-nz\/blog\/safety-drift-your-safety-program-is-working-until-it-isnt\/\" data-type=\"link\" data-id=\"https:\/\/www.ecoonline.com\/en-nz\/blog\/safety-drift-your-safety-program-is-working-until-it-isnt\/\">safety drift<\/a> extensively in some of our other blogs, but to give it a quick definition:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cSafety drift is the accumulated gap between agreed and actual safety-related controls across an organisation.\u201d<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Using the right KPIs to measure safety will help you recognise the signs of safety drift in your organisation early, ensuring that this gap doesn\u2019t create room for incidents to occur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are countless safety KPIs you could track. It\u2019s vital that you track the right ones for your business and industry, rather than adding clutter to a safety dashboard for the sake of it. According to <a href=\"https:\/\/oshwiki.osha.europa.eu\/en\/themes\/key-performance-indicators\" data-type=\"link\" data-id=\"https:\/\/oshwiki.osha.europa.eu\/en\/themes\/key-performance-indicators\" target=\"_blank\" rel=\"noreferrer noopener\">EU-OSHA<\/a>, it is only useful to measure a performance indicator if the KPI can be used for OSH (occupational safety and health) decision-making.  <\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">The two types of safety KPI every EHS team needs<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Most safety KPIs are divided into two groups:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lagging indicators \u2013 reflect safety performance in the <strong>past<\/strong>, i.e. the information \u2018lags\u2019<\/li>\n\n\n\n<li>Leading indicators \u2013 provide feedback on performance <strong>before<\/strong> a safety problem arises, so steps can be taken to prevent it.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Lagging indicators are by far the most popular KPIs used in organisations. This tends to be because they are easier to measure, quantify, and compare. However, best practice is to use a combination of leading AND lagging indicators to get a full picture of safety performance.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let\u2019s take a closer look at leading and lagging indicators.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<div style=\"height:5vh\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<\/div>\n\t\t\n\t        <\/section>\n\n\n\n<section class=\"Pegasus__Container w-full   relative h-fit  text-content-dark mobile-stacking-standard is-layout-flow wp-block-pegasus-container-is-layout-flow\" style=\"  padding-top:0;padding-bottom:var(--wp--preset--spacing--20); \" id=\"chapter-2\">\n\t        \n\t\t\t\t\t\t\t\n\t\t\t\t\t\t\n\t\t\t\t\t\t\n\t\t        \t\t\n\t\t\n\t\n\t\t\t<div class=\"relative h-full is-flex-layout flex flex-col justify-start  w-full\">\n\n<h2 class=\"wp-block-heading has-large-font-size\"><strong>Lagging indicators in safety: measuring what already happened<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Lagging indicators are some of the most well-known and recognisable metrics used to measure safety performance. Historically, prominent safety models such as H<a href=\"https:\/\/humanfocus.co.uk\/blog\/what-is-heinrichs-triangle\/\" data-type=\"link\" data-id=\"https:\/\/humanfocus.co.uk\/blog\/what-is-heinrichs-triangle\/\" target=\"_blank\" rel=\"noreferrer noopener\">einrichs Triangle <\/a>have overemphasised lagging indicators by suggesting a relationship between minor and major incidents, though this has been critiqued in recent decades. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Below is a list of some of the most common lagging indicators:<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">TRIR, DART &amp; LTIFR: the core lagging metrics<\/h3>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">TRIR \u2013 Total recordable incident rate<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">TRIR measures the rate of work-related injuries and illnesses. It is the number of incidents that have occurred on-site, usually within a year, based on a set number of hours worked by 100 employees. While TRIR is used by many businesses globally, it is closely associated with the <a href=\"https:\/\/www.osha.gov\/\" data-type=\"link\" data-id=\"https:\/\/www.osha.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">Occupational Safety and Health Administration<\/a> (OSHA) in the USA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/injuryfacts.nsc.org\/definitions\/trir-total-recordable-incident-rate\/\" data-type=\"link\" data-id=\"https:\/\/injuryfacts.nsc.org\/definitions\/trir-total-recordable-incident-rate\/\" target=\"_blank\" rel=\"noreferrer noopener\">The TRIR calculation is<\/a>: (N\/EH) x 200,000, where N = number of injuries and illnesses; EH = total hours worked by all employees during the calendar year; and 200,000 = base for 100 equivalent full-time workers (working 40 hours per week, 50 weeks per year).<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">DART<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.osha.gov\/vpp\/application-sitebased\" data-type=\"link\" data-id=\"https:\/\/www.osha.gov\/vpp\/application-sitebased\" target=\"_blank\" rel=\"noreferrer noopener\">DART<\/a> rate (Days Away, Restricted or Transferred) measures the number of workplace injuries and illnesses resulting in lost workdays, job restrictions or permanent transfers per 100 full-time workers. It places more emphasis on severity than TRIR. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DART also has a strong association with OSHA in the USA. It is <a href=\"https:\/\/www.osha.gov\/enforcement\/directives\/06-01-cpl-02\" data-type=\"link\" data-id=\"https:\/\/www.osha.gov\/enforcement\/directives\/06-01-cpl-02\" target=\"_blank\" rel=\"noreferrer noopener\">calculated<\/a> as follows: (N\/EH) x (200,000) where N is the number of cases involving days away and\/or restricted work activity, and\/or job transfer; EH is the total number of hours worked by all employees during the calendar year; and 200,000 is the base number of hours worked for 100 full-time equivalent employees. <\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">LTIFR<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">LTIFR (Lost time injury frequency rate) is the number of lost-time injuries that occurred during the reporting period. Most companies choose to calculate LTIFR per 1 million hours worked. LTIFR is commonly used internationally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is calculated as follows: LTIFR = (N \/ EH) \u00d7 1,000,000, where N is the number of lost-time injuries; EH is the total number of hours worked by all employees during the reporting period; and 1,000,000 is the base number of hours worked by 500 full-time equivalent employees in a year.)<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Why a green scoreboard can still hide rising risk<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As we explored in our blog \u2018<a href=\"https:\/\/www.ecoonline.com\/en-nz\/blog\/safety-theatre-how-safety-drift-hides-behind-a-green-dashboard\/\" data-type=\"link\" data-id=\"https:\/\/www.ecoonline.com\/en-nz\/blog\/safety-theatre-how-safety-drift-hides-behind-a-green-dashboard\/\">Safety Theatre: How safety drift hides behind a green dashboard<\/a>\u2019, safety dashboards and scoreboards that show uniformly positive or \u2018green\u2019 results can hide the true extent of risk in an organisation. Some case studies suggest that incidents and fatalities can occur after long periods of apparently incident-free work, particularly when safety performance is judged only by selected indicators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Your dashboard may not tell you the full story. Take a lagging indicator like slips and trips. Your numbers may say that slip and trip incidents are down, but what if this is due to under-reporting? Are workers subtly discouraged from raising concerns? But when people stop reporting concerns, close calls, and unsafe conditions, the dashboard stays green while risk keeps growing. That&#8217;s called safety theatre. Everything looks safe until it isn&#8217;t because accidents don&#8217;t hide in the red. They hide in the green. According to a <a href=\"https:\/\/www.osha.gov\/sites\/default\/files\/publications\/OSHA_LEADING_INDICATORS.pdf\" data-type=\"link\" data-id=\"https:\/\/www.osha.gov\/sites\/default\/files\/publications\/OSHA_LEADING_INDICATORS.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">US OSHA publication<\/a>, leading indicators:  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201c\u2026are proactive, preventive, and predictive measures that provide information about the effective performance of your safety and health activities.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>They measure events leading up to injuries, illnesses, and other incidents and reveal potential problems in your safety and health program.\u201d<\/em><\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Near-miss reporting rate, safety observations, corrective-action closure and training completion<\/h3>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Near-miss reporting rate<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">A near-miss is an unplanned event that did not result in injury, illness, damage or loss \u2013 but had the potential to do so. Your <a href=\"https:\/\/www.ecoonline.com\/en-nz\/blog\/how-incident-reporting-drives-workplace-productivity-safety\/\" data-type=\"link\" data-id=\"https:\/\/www.ecoonline.com\/en-nz\/blog\/how-incident-reporting-drives-workplace-productivity-safety\/\">near-miss reporting<\/a> rate measures how often workers report these events. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When used as a leading indicator, a near-miss reporting rate can provide early insight into emerging risks. It can also act as a barometer for the strength of your reporting culture overall. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An example from the <a href=\"https:\/\/www.ecoonline.com\/en-nz\/industries\/manufacturing\/\" data-type=\"link\" data-id=\"https:\/\/www.ecoonline.com\/en-nz\/industries\/manufacturing\/\">manufacturing<\/a> industry could be a forklift moving a pallet through a production area. Without warning, a pedestrian steps out from behind a piece of machinery. The forklift operator is able to brake in time and avoid colliding with the pedestrian.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While there is no injury, an event like this is reported as a near-miss. It reveals several hazards, including: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Limited visibility<\/li>\n\n\n\n<li>Poor traffic management (pedestrians and vehicles interacting)<\/li>\n\n\n\n<li>Possibly inadequate signage<\/li>\n<\/ul>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">It highlighted a weakness before an incident took place, creating an opportunity to revise safety controls.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Corrective-action closure rate<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.safeopedia.com\/definition\/5417\/corrective-actions\" data-type=\"link\" data-id=\"https:\/\/www.safeopedia.com\/definition\/5417\/corrective-actions\" target=\"_blank\" rel=\"noreferrer noopener\">corrective action<\/a> is a measure taken to eliminate the cause of a hazard and\/or reduce the chance of it happening again. The corrective-action closure rate is a useful leading indicator because it measures the organisation\u2019s response to identified risks. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Keep in mind that simply using the number of corrective actions closed does not tell us much about safety performance. A better measure is the time it takes for a corrective action to be closed (particularly a high-risk one). Repeat actions are also useful to track \u2013 especially if the same problem keeps arising.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To continue with our manufacturing example, a high-priority corrective action would be to remove machinery that blocks visibility for forklift operators.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Training completion<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.ecoonline.com\/en-nz\/blog\/workplace-safety-training-dont-become-a-statistic\/\" data-type=\"link\" data-id=\"https:\/\/www.ecoonline.com\/en-nz\/blog\/workplace-safety-training-dont-become-a-statistic\/\">Tracking training<\/a> completion is another useful leading indicator. However, it is vital that <strong>completion is not equated with competence<\/strong>. Simply having a 100% training completion rate tells us nothing about the quality of training, whether it is understood and retained by workers, and whether it has been successfully applied to tasks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For training leading indicators that are truly meaningful, consider some of the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The percentage of mandatory training completed on time<\/li>\n\n\n\n<li>Percentage of safety-critical roles with competency certification<\/li>\n\n\n\n<li>Practical competency assessments<\/li>\n\n\n\n<li>Percentage of current training certifications<\/li>\n\n\n\n<li>Percentage of workers whose training is at risk of becoming outdated<\/li>\n<\/ul>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Safety observation rate<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.ecoonline.com\/en-nz\/ehs-software\/audits-inspections\/behaviour-based-safety-observations-bbso\/\" data-type=\"link\" data-id=\"https:\/\/www.ecoonline.com\/en-nz\/ehs-software\/audits-inspections\/behaviour-based-safety-observations-bbso\/\">Safety observations<\/a> can also be a useful leading indicator to track. Unlike near-misses, safety observations don\u2019t need to wait for an event to happen. They are proactive and give employers visibility into how work is actually being carried out. They note hazardous behaviours, general non-conformance and risk. They can provide a useful early warning that risk is increasing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Keep in mind that the real value of tracking this as a leading indicator is in measuring the quality of observations AND what happens afterwards. For example, the proportion that identify meaningful hazards, recurring issues or ineffective controls, and how quickly these findings lead to corrective action. <\/p>\n\n\n\n<div predictive?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A leading indicator can only be considered predictive when there is evidence that it is linked to future safety outcomes.<\/p>\n\n\n\n<p
