These steps are based on the <a href=\"https:\/\/echa.europa.eu\/substitution-to-safer-chemicals\" target=\"_blank\" rel=\"noreferrer noopener\">European Chemicals Agency (ECHA)<\/a> model \u201cHow to substitute?\u201d&nbsp;<\/p>\n\n\n\n<p>Note: The US <a href=\"https:\/\/www.osha.gov\/safer-chemicals\/basics\" target=\"_blank\" rel=\"noreferrer noopener\">Occupational Health and Safety Administration<\/a> (OSHA) and Canadian Centre for Occupational Health and Safety (CCOHS) both employ a 7 step process for the substitution of hazardous chemicals. Both are similar to the ECHA model.\u00a0\u00a0<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Step 1: Identify the chemical you want to evaluate, substitute and\/or phase out<\/h3>\n\n\n\n<p>Get an overview of all the substances\/chemicals at your workplace. This can be achieved by creating a chemical register and conducting an inventory of all the chemicals present on site. You can choose to do this manually or to implement <a href=\"https:\/\/www.ecoonline.com\/en-us\/chemical-safety\/chemical-management-software\/\" target=\"_blank\" rel=\"noreferrer noopener\">digital software for chemical management<\/a>.&nbsp;<\/p>\n\n\n\n<p>To know what substances the chemical contains and how hazardous it is, you can easily use the <a href=\"https:\/\/www.ecoonline.com\/en-us\/topics\/safety-data-sheets-sds-guide\/\" target=\"_blank\" rel=\"noreferrer noopener\">safety data sheet<\/a> to find this information.&nbsp;<\/p>\n\n\n\n<p>Prioritize the substances to see what chemical(s) candidates for substitution. You can look at the most hazardous chemicals that might not be necessary and chemicals with substances that are, or may be, subject to regulatory actions now or in the future.&nbsp;<\/p>\n\n\n\n<p>You can use regulatory lists such as:&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/sinlist.chemsec.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">SIN-list<\/a> (Substitute It Now) consists of hazardous chemicals that should be removed as they are a threat to human health and the environment.&nbsp;<\/li>\n\n\n\n<li>List of substances subject to <a href=\"https:\/\/echa.europa.eu\/authorisation-list\" target=\"_blank\" rel=\"noreferrer noopener\">authorization<\/a> (Annex XIV of REACH\/EU)&nbsp;&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/echa.europa.eu\/candidate-list-table\" target=\"_blank\" rel=\"noreferrer noopener\">Candidate List<\/a> of substances of very high concern for authorization (EU)&nbsp;<\/li>\n\n\n\n<li>&nbsp;REACH Annex XVII: REACH <a href=\"https:\/\/echa.europa.eu\/substances-restricted-under-reach\" target=\"_blank\" rel=\"noreferrer noopener\">Restricted Substance List<\/a> 2019&nbsp;<\/li>\n\n\n\n<li>OSHA <a href=\"https:\/\/www.osha.gov\/chemicaldatabase\" target=\"_blank\" rel=\"noreferrer noopener\">Occupational Chemical Database<\/a> (US)&nbsp;<\/li>\n\n\n\n<li>OSHA <a href=\"https:\/\/www.osha.gov\/laws-regs\/regulations\/standardnumber\/1910\/1910.119AppA\" target=\"_blank\" rel=\"noreferrer noopener\">List of Highly Hazardous Chemicals, Toxics and Reactives<\/a> (US)&nbsp;<\/li>\n\n\n\n<li>Domestic Substance List (Canada)\u00a0<\/li>\n<\/ul>\n\n\n\n<p><strong>Ask yourself:<\/strong> What is the function of the chemical that is to be replaced?&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Step 2: Identify potential alternatives<\/h3>\n\n\n\n<p>Now it is time to look for alternatives. Here are some questions to ask:&nbsp;&nbsp;<\/p>\n\n\n\n<p>How would you have solved the problem if you didn\u2019t have the chemical in the first place? For example, do you really need to provide your customers with a printed receipt that may contain hazardous ink developers, or would an electronic receipt be a suitable alternative?&nbsp;<\/p>\n\n\n\n<p>This evaluation process should include careful consideration not only of toxicity but also flammability and other physical properties.&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Step 3: Assess, compare and select alternatives<\/h3>\n\n\n\n<p>If you need to use a chemical, what other options can you choose from? There are services that you can add on to a digital chemical register to find options to use and evaluate other chemicals.&nbsp;<\/p>\n\n\n\n<p>In what ways can humans or the environment be exposed to the alternative product or waste products during manufacturing, use, disposal of waste or in recycling?&nbsp;<\/p>\n\n\n\n<p>How does the alternative method or substance affect quality and function? In the substitution process, prioritize which elements you assess first and how these are detailed. When looking at different chemicals, always evaluate the risks. How hazardous is the chemical? How will people and the environment be exposed?&nbsp;&nbsp;<\/p>\n\n\n\n<p>You can use the SIN-list during this step also. Look at the lifecycle perspective both for new product designs without chemicals and the chemicals hazard compared to gas emissions, for example.&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Step 4: Test, implement and improve<\/h3>\n\n\n\n<p>Choose what new chemical or problem-solving solution you are going to test first. Decide how the test will be performed and how long the test period should be. Look at the different costs of the different methods you will use to test the new solution.&nbsp;<\/p>\n\n\n\n<p>When your pilot test has been successfully launched, you can start to implement the alternative. Make sure you have a detailed plan to implement the substitution.&nbsp;<\/p>\n\n\n\n<p>Collect feedback from everyone who is directly affected by the substitution and make necessary improvements. Make it easier to evaluate and improve over a longer term by using a chemical management system.&nbsp;<\/p>\n\n\n\n<p><strong>Remember<\/strong> in the US under <a href=\"https:\/\/www.osha.gov\/laws-regs\/regulations\/standardnumber\/1910\/1910.1200\" target=\"_blank\" rel=\"noreferrer noopener\">HAZCOM<\/a>, employers must provide employees with information and training on hazardous chemicals in their work area, <strong>and<\/strong> whenever a new chemical is introduced. This is also required in Canada under Workplace Hazardous Materials Information System (WHMIS).\u00a0.\u00a0<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Step 5: Inform your supply chain<\/h3>\n\n\n\n<p>Your customers and suppliers might need to be informed of your changes.
