In this blog, we will take a look at some of these key regulations:<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">International&nbsp;<\/h2>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Globally Harmonized System (GHS)<\/h3>\n\n\n\n<p>As an answer to the extremely fragmented international landscape for SDS, the UN proposed the \u2018<a href=\"https:\/\/unece.org\/about-ghs\" target=\"_blank\" rel=\"noreferrer noopener\">Globally Harmonized System of Classification and Labelling of Chemicals<\/a>\u2019 in 2002. This system is intended to harmonize <a href=\"https:\/\/www.ecoonline.com\/chemical-safety\/chemical-management-software\/hazard-communication-software\/\" target=\"_blank\" rel=\"noreferrer noopener\">hazard communication<\/a> and ensure that information on physical hazards and <a href=\"https:\/\/www.ecoonline.com\/glossary\/toxin\/\" target=\"_blank\" rel=\"noreferrer noopener\">toxicity<\/a> is readily available. Another benefit is the facilitating of international trade.<\/p>\n\n\n\n<p>The GHS has been adopted by most major countries including the EU, UK, USA, Canada, China and Japan.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The three main components of GHS are:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Hazard classification&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/www.ecoonline.com\/blog\/clp-labelling\/\" target=\"_blank\" rel=\"noreferrer noopener\">Chemical labelling<\/a>&nbsp;<\/li>\n\n\n\n<li>The use of standardized <a href=\"https:\/\/www.ecoonline.com\/chemical-safety\/free-sds-search\/\" target=\"_blank\" rel=\"noreferrer noopener\">safety data sheets<\/a>\u00a0<\/li>\n<\/ul>\n\n\n\n<p>The GHS is currently on its 10<sup>th<\/sup> revision and is expected to be updated in 2025.&nbsp;<\/p>\n\n\n\n<p>If you want to learn more about the GHS in detail, <a href=\"https:\/\/www.ecoonline.com\/blog\/what-is-ghs\/\" target=\"_blank\" rel=\"noreferrer noopener\">take a look at our blog<\/a>.&nbsp;<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"hs-cta-embed hs-cta-simple-placeholder hs-cta-embed-232309165262\"\n  style=\"max-width:100%; max-height:100%; width:1080px;height:1080px\" data-hubspot-wrapper-cta-id=\"232309165262\">\n  <a href=\"https:\/\/cta-eu1.hubspot.com\/web-interactives\/public\/v1\/track\/redirect?encryptedPayload=AVxigLItvVihd%2B%2BV7SsiSfYeq7GAB1Wk3hZK9lu2q9weaYyXmQDHiw%2F5eok%2FpFYPIuEjwxKxETFCdA38uOAZlDTLr6n3Pjy6jCz3k4b5WM%2BsdSmUrSst01RzrI%2B5SYuyfb7SWMqLfDi%2FUbXafMLKjc9NJYLCBu%2Fm1lELCwUsxAoCLSIaTSODJAj24Tgt%2Bx2C3%2FkMuPoiXQrL0IEMkTFO%2FiUvp5Q0CDS5qMc%2FxesbI%2BXjAZwer0FtSoDUrmtlUP6JcHZ5RbEFjIFfhGEh&#038;webInteractiveContentId=232309165262&#038;portalId=144606870\" target=\"_blank\" rel=\"noopener\" crossorigin=\"anonymous\">\n    <img decoding=\"async\" alt=\"EcoOnline - Chemical Management - SDS Management - Ultimate Guide -  Tall CTA\" loading=\"lazy\" src=\"https:\/\/hubspot-no-cache-eu1-prod.s3.amazonaws.com\/cta\/default\/144606870\/interactive-232309165262.png\" style=\"height: 100%; width: 100%; object-fit: fill\"\n      onerror=\"this.style.display='none'\" \/>\n  <\/a>\n<\/div>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">United States&nbsp;of America<\/h2>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\">Hazard Communication Standard\/ HCS&nbsp;&nbsp;<\/h2>\n\n\n\n<p>In the USA, the <a href=\"https:\/\/www.osha.gov\/hazcom\" target=\"_blank\" rel=\"noreferrer noopener\">Hazard Communication Standard<\/a> (HCS) requires that the identities and hazards of chemicals be made available and understandable to workers.&nbsp;<\/p>\n\n\n\n<p>The HCS has aligned with the GHS since 2012 and requires that the chemical manufacturer, distributor, or importer of hazardous chemicals provide a SDS with each substance.&nbsp;<\/p>\n\n\n\n<p>The HCS is managed by the <a href=\"https:\/\/www.osha.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">Occupational Health and Safety Administration (OSHA)<\/a>.&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">Canada&nbsp;<\/h2>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\">Workplace Hazardous Materials Information System (WHMIS)&nbsp;<\/h2>\n\n\n\n<p>In Canada, the <a href=\"https:\/\/www.ccohs.ca\/oshanswers\/chemicals\/whmis_ghs\/sds.html\" target=\"_blank\" rel=\"noreferrer noopener\">Workplace Hazardous Materials Information System<\/a> (WHMIS) provides information on hazardous products that may be used, handled or stored in Canadian workplaces.&nbsp;&nbsp;<\/p>\n\n\n\n<p>WHMIS has aligned with the GHS since 2015. Every product classified as \u2018hazardous product\u2019 under WHMIS requires an SDS.&nbsp;&nbsp;<\/p>\n\n\n\n<p>WHMIS is managed by the <a href=\"https:\/\/www.ccohs.ca\/\" target=\"_blank\" rel=\"noreferrer noopener\">Canadian Centre for Occupational Health and Safety (CCOHS)<\/a>.&nbsp;<\/p>\n\n\n\n<p><strong>Note that SDSs in Canada must be available in both English and French.<\/strong>&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">European Union&nbsp;<\/h2>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\">Regulation on classification, labelling and packaging of chemicals (CLP)&nbsp;<\/h2>\n\n\n\n<p>In the EU, the classification, labelling and packaging requirements of the GHS were transposed into law in the form of the <a href=\"https:\/\/echa.europa.eu\/regulations\/clp\/understanding-clp\" target=\"_blank\" rel=\"noreferrer noopener\">CLP regulation<\/a>. Note that there are some differences between the two, as the CLP also incorporates older EU law.&nbsp;<\/p>\n\n\n\n<p>All hazardous chemicals (substances and mixtures) placed on the market must be classified, labelled and packaged according to the CLP Regulation (EC) No. 1272\/2008 since 1st June 2015.&nbsp;<\/p>\n\n\n\n<p>The revised CLP regulation entered into force in December 2024.&nbsp;<\/p>\n\n\n\n<p>The CLP regulation has been implemented by EU constituent states at a national level, for example the <a href=\"https:\/\/enterprise.gov.ie\/en\/what-we-do\/workplace-and-skills\/chemicals-regulation\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Chemicals Act 2008<\/em><\/a> in Ireland.&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\">REACH Regulation&nbsp;<\/h2>\n\n\n\n<p><a href=\"https:\/\/oshwiki.osha.europa.eu\/en\/themes\/reach-effectsimpact-workplaces\" target=\"_blank\" rel=\"noreferrer noopener\">REACH<\/a> refers to \u2018Regulation No 1907\/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals\u2019. It is how the SDS format and content requirements of the GHS are regulated in the EU. <\/p>\n\n\n\n<p>Under REACH, an SDS is legally required for any hazardous chemical products.&nbsp;&nbsp;<\/p>\n\n\n\n<p>REACH targets manufacturers and\/or those importing hazardous chemicals into the European market, but any supplier of a substance or mixture must provide an SDS.&nbsp;<\/p>\n\n\n\n<p>The European Chemicals Agency (ECHA) is responsible for managing REACH.&nbsp;<\/p>\n\n\n\n<p><strong>Note that REACH <\/strong><a href=\"https:\/\/www.toll.no\/en\/goods\/chemicals\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>applies in Norway<\/strong><\/a><strong> through the EEA Agreement.<\/strong>&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">United Kingdom&nbsp;<\/h2>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\">GB CLP&nbsp;<\/h2>\n\n\n\n<p>After the UK withdrew from the European Union in 2018 (\u2018Brexit\u2019), the EU CLP regulation was retained in Great Britain as \u2018<a href=\"https:\/\/www.hse.gov.uk\/chemical-classification\/legal\/clp-regulation.htm\" target=\"_blank\" rel=\"noreferrer noopener\">GB CLP\u2019<\/a>. Under GB CLP, the main duties to classify, label and package substances remain, but will be updated and amended independently of EU CLP.&nbsp;<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.hse.gov.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Health and Safety Executive (HSE)<\/a> is the agency responsible for overseeing GB CLP.&nbsp;<\/p>\n\n\n\n<p><strong>Note that in Northern Ireland EU CLP applies.<\/strong>&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\">UK REACH&nbsp;&nbsp;<\/h2>\n\n\n\n<p>Post Brexit, the EU REACH regulation was brought into UK law as \u2018<a href=\"https:\/\/www.hse.gov.uk\/reach\/about.htm\" target=\"_blank\" rel=\"noreferrer noopener\">UK REACH<\/a>\u2019 in 2021.&nbsp;<\/p>\n\n\n\n<p>SDS are a requirement under the UK REACH legislation.&nbsp;<\/p>\n\n\n\n<p>The Department for Environment Food and Rural Affairs (DEFRA) is the body responsible for managing UK REACH.&nbsp;<\/p>\n\n\n\n<p><strong>Note that Northern Ireland EU REACH still applies<\/strong>.&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">Chemical Classification&nbsp;<\/h2>\n\n\n\n<p>It is not enough to have an SDS, you must have the relevant safety data sheet compliant for your geographical region.&nbsp;<\/p>\n\n\n\n<p>A compliant SDS should have the following in the EU\/EEA, UK, USA and Canada.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sixteen sections&nbsp;<\/li>\n\n\n\n<li>Classified and labelled under GHS\/CLP&nbsp;<\/li>\n\n\n\n<li>In the language of the market where the product is being positioned&nbsp;<\/li>\n<\/ul>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">How to effectively manage SDS<\/h2>\n\n\n\n<p>There is a lot more to safety data sheets than is contained within this blog. Organizations need to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>familiarize themselves with the GHS\/CLP and local regulations to ensure their SDS and labelling practices comply,\u00a0<\/li>\n\n\n\n<li>make sure that their workers know <a href=\"https:\/\/www.ecoonline.com\/blog\/how-to-read-an-sds\/\" target=\"_blank\" rel=\"noreferrer noopener\">how to read an SDS<\/a><\/li>\n\n\n\n<li>have an effective management strategy for hundreds, potentially thousands of documents (which <strong>must<\/strong> be accessible to workers)&nbsp;<\/li>\n<\/ul>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Fear not, there is help available!
